The Solution

NWC provides an advanced web-based application that replaces the current labor intensive, manual process of complying with the Davis-Bacon Act and other prevailing wage reporting requirements. This electronic application does much of the work for the Agency, Subgrantee and Contractor automatically.

Key Features:

  • Because the application is Web-Based, it allows instant access to information and easy retrieval of documents.  The electronic information is kept in a highly secure location and eliminates the need to store hard copies of certified payrolls.  The application can be accessed from any computer with an Internet connection.  Agencies, Contractors and Subgrantees do not need to keep separate copies and if there are revisions or corrections, everyone sees the same version.
  • The Electronically Certified Payrolls report feature uploads payroll data from the contractor’s accounting software and automatically prepares the certified payroll reports for them.  The web-app also allows contractors or their subcontractors to input this same data manually.  The application stores hourly rates and fringe benefit data for each employee, eliminating contractors’ duplicate efforts each week.
  • Tracking of certified payroll reports for construction projects is a cumbersome task.  Since the application is web-based, certified payroll storage and retrieval becomes infinitely easier.  The application allows Grantees or Subgrantees to track incoming certified payrolls and send e-mail notifications when contractors are late and/or non-compliant.
  • Automatic Prevailing Wage Verification maintains the most current prevailing wage database and verifies the proper prevailing wage rate for each classification.  Agencies can thoroughly check each certified payroll and receive a report of only questionable reports.  Contractors avoid heavy fines or back wages that may be imposed for inaccurate wage rate reporting due to human error.  Additionally, prime contractors can easily and quickly check each subcontractor’s payroll submission status with a simple click of a mouse.

  • The Integrated Payroll Data Engine XML based data processing engine works with a variety of contractor payroll systems.  This feature automatically processes certified payroll data from various payroll systems and populates the information into the Certified Payroll system.  A contractor or subgrantee should only have to enter data into the payroll vendor's system and read their Certified Payroll Report; no dual data entry.
