The National Weatherization Corporation enables and enhances the implementation of public and privately funded energy efficiency programs including the energy Tax Credit for consumers.

Our current focus is to provide nationally scalable project management and compliance services to support American Recovery & Reinvestment Act (ARRA) programs including the Weatherization Assistance Program (WAP).  ARRA is appropriated at $787 billion; WAP is allocated $5 billion to retrofit over 500,000 dwellings. We provide:

  • Project Management which tracks and reports all dollars and every job
  • Compliance Services for Davis-Bacon Act Prevailing Wages (Certified Payroll) and for Materials with 10 C.F.R. Appendix A to Part 440

NWC's value is derived from four primary sources:

  • A proven leadership team and staff with experience in both the private and public sectors
  • An advanced proprietary Information System to collect and report compliance data.  This system contains a MS SQL Server database for data storage and Web Applications for collecting and presenting the data on the Internet.  There are 4 primary functions built into this database system:
    1. A Labor Compliance module with Certified Payroll and Job Reporting.  This module meets Davis Bacon Act requirements as well as additional Federal and State requirements.
    2. A Materials Compliance module with support for 10 C.F.R. Appendix A to Part 440.
    3. A Project Management module to insure that only safe and complaint materials are used in weatherization projects, and that only properly trained labor is used.
    4. Reporting at Local, Congressional District, State and Federal levels.  ARRA requirements include both direct and indirect job creation and retention reporting.
